I would start with the band and ask them if you can be their official fan club in your country. You do need contact with them so that you can keep up to date with their tour dates, when they will be doing personal appearances, sign photographs, autographs.
If you do not hear from them, then you can always start a web site for them and call it a fans web site of the band, or mark it the unofficial site.
