In the U.S. only a fine is levied,but even that is extremely rare.Makes a person wonder how "free" Canada really is.

Sorry Thamain, but you're wrong. It is actually considered a crime to not fill out the census form or to provide inaccurate information. It falls under Section 31 of the Canada Statistics Act. Here are the details:

31. Every person who, without lawful excuse,
(a) refuses or neglects to answer, or wilfully answers falsely, any question requisite for obtaining any information sought in respect of the objects of this Act or pertinent thereto that has been asked of him by any person employed or deemed to be employed under this Act, or
(b) refuses or neglects to furnish any information or to fill in to the best of his knowledge and belief any schedule or form that the person has been required to fill in, and to return the same when and as required of him pursuant to this Act, or knowingly gives false or misleading information or practises any other deception thereunder
is, for every refusal or neglect, or false answer or deception, guilty of an offence and liable on summary conviction to a fine not exceeding five hundred dollars or to imprisonment for a term not exceeding three months or to both.

To my knowledge, no average citizen has ever been convicted under this law and actually faced imprisonment. I believe that there have been fines for refusing to answer, and I seem to recall a census official was fined or faced imprisonment for not doing his job (he was paid to hand out and/or collect the census, but never actually gave did the delivery and pickup...) but if you refuse to answer some parts or all of the census, you'd likely just get a fine.
The argument behind next year's census and the mandatory vs voluntary forms is that we will not collect adequate accurate data.
Some people depend on the data collected from the long form census, and many government agencies use the data to decide if certain services should be made available in an area. If the long form census is now made "voluntary", it could affect statistics for some agencies and industries.
For example, imagine if only the English people in New Brunswick were to respond, while in the French culture they believe it's a waste of time. So now the government suddenly sees all the details about the English population and no French, so they cut services in French.
What if many people in a province decided to not provide details on their religion? Perhaps a subsidy to certain church organizations gets chopped.
While some of the details on the long form census may seem intrusive or something you'd rather keep private. There are easier ways to protect this info than to render collection of the data useless because only a low percentage of Canadians filled it out due to apathy, or privacy concerns. For example, on the more sensitive questions, an option of "Undisclosed" can be added.
I think that our present federal government likes to monkey with things that they clearly have not fully thought out, or perhaps they have thought out and are hoping that Canadians will not figure out this is a possible way of cutting services. Whatever the reason, they should have left this alone as we now are going to waste MORE money with challenges and follow up surveys and extra forms.
