In Greek mythology, the sirens were these three bird-women with beautiful voices that hypnotized passing sailors, luring them to their rocky island and their deaths.
In my interpretation, Tim is comparing the woman he loves to a siren. She seduces him, wins him over, and then refuses to love him, ultimately -destroying- him. First she tempts him with "sail to me, let me enfold you." And as soon as he was there "waiting to hold" her, placing him at her mercy, she shies away with "touch me not," leaving him puzzled and then lost to grief.
So...it's all about a tease of a woman and Buckley's unrequited love. I also forgot to mention that Buckley himself is transformed into a siren at the end of the song, singing to the woman that broke his heart, and hypnotizing everyone that hears his song to her-- "Hear me sing: 'Swim to me.'"
